Ukraine’s state electricity transmission operator, Ukrenergo, imposed rolling power outages across six oblasts on the morning of October 26 following continued Russian attacks on civilian energy infrastructure. The scheduled blackouts will remain in effect until the end of the day in Dnipropetrovsk, Donetsk, Zaporizhzhia, Chernihiv, Kharkiv, and Sumy regions. The outage schedules cover up to 2.5 queues, a term Ukrenergo defines as groups of consumers and businesses using specific megawatt thresholds.

The Dispatch Centre determined the necessary number of queues for each region to address the resulting energy deficits. A Ukrainian Cabinet resolution dictates that critical infrastructure and eligible industrial companies importing at least 60% of their energy supply are exempt from disconnection. Ukrenergo stated that these measures are required to prevent overloading equipment that sustained damage from previous Russian bombardments. Emergency repair crews began work immediately where safety conditions permitted.

Electricity consumption trends show the impact of previous restrictions and recent weather patterns. As of 09:30 on October 26, consumption was 5.8% lower than at the same time on the previous working day, Friday, October 23. Conversely, the daily peak consumption recorded on October 25 was 4.8% higher than the peak recorded on the previous Sunday, October 18. Ukrenergo attributed this evening spike to a drop in air temperatures that prompted consumers to use electric heaters during the 16:00 to 22:00 window.

The transmission operator requested that residents limit the use of high-power electrical appliances between 4:00 PM and 10:00 PM. Ukrenergo advised consumers to use electricity sparingly during the restriction period and to check the official pages of their regional distribution system operator, Oblenergo, for specific address-based outage schedules. The operator noted that power limitation schedules for industry and hourly outage schedules for all consumer categories are mandatory in the affected regions for the remainder of the day.

Beyond the six regions with scheduled hourly outages, Russian forces attacked an energy facility in the Kamianets-Podilskyi district of Khmelnytskyi Oblast, triggering emergency power cuts. Additional supply disruptions are occurring in the Dniprovskyi district of Kherson city. These incidents follow a series of strikes over the past 24 hours targeting Ukraine’s civilian energy grid.
